Fire & Emergency Management Planning

An Emergency Management Plan (EMP) is required to include a risk assessment, specify measures to reduce emergency risks and detail any emergency procedures required, such as communications, response and evacuation.  We recommend the EMP be developed in close consultation with relevant stakeholders, in particular organisations with specific roles in emergency management at the site. This will ensure the EMP is informed by expert advice and supported by the appropriate emergency service providers. 
The key steps of the EMP development process are:  
  • A review of existing documentation, including articulating the regulatory requirements;
  • A desktop assessment of risk factors;
  • A site inspection to ground truth the desktop analysis;
  • Identification of hazards;
  • Background research on hazards;
  • Identifying assets, values and functions integral to the client;
  • Documenting credible exposure and vulnerability of assets, vales and functions;
  • Documenting existing treatments and their strengths and weaknesses;
  • Documenting additional treatments;
  • Drafting emergency management plan for review; and
  • Producing final emergency management plan incorporating stakeholder feedback.​

​Stakeholder consultation is integral part of the development process. For complex EMPs, a project working group may be formed with members of the key emergency services and land management agencies. Up to four meetings with stakeholders may take place, with each meeting aimed at finalising a stage of the EMP.  During the interval between these meetings, Terramatrix will research and collate information to help inform stakeholder decision-making, and document decisions made by the stakeholder group.
